Oh can I list some others I think might be contenders because why not, you might do a part two someday.
Ikari Warriors, Alien Syndrome, Gauntlet, Rolling Thunder (more side scroller but close..), Berzerk and Forgotten Worlds-
Ikari Warriors was one that made me want to fire Greg, but then I saw Sunset Riders and I was happy again.

Alternatively if you know for sure it was a Neo Geo game you could try emailing it into the Bombcast. Those guys seem to be super knowledgeable about games of that era.

Two that come to mind that shoulda been on the list
Ikari Warriors for sure

Front Line had two things that I hadn't seen other places.
1) The dial control for aiming
2) Getting into a tank for armor and extra fire power
Plus I think it was the first game that let you throw a grenade-
i was surprised by no Ikari Warriors.

I'm not sure if my memories are reliable about the actual gameplay, but the visuals of The Chaos Engine plus the voicework blew me away. Think I played it on the Genesis.
