Seemed like wirecast was the issue.
This seems like one possible fix.

As soon as you hear the program begin to do this, immediately click the headphone mute button in wirecast. (Don't hit the master mute.) Then click it again, to re-enable the headphone audio. When the audio starts back up it will be synchronized again! I have been working on trying to identify this problem, but I'm beginning to suspect that it's wirecast or quicktime. We have all the latest drivers for our system and audio. Since I discovered this little "trick" I'm 100% positive it's in wirecast or quicktime because it resolves the issue. I would guess that something in quicktime is causing a jump from time to time that causes the audio loopback to become out of synch or to start up an echo. The problem does not always manifest itself as a double echo, sometimes it will just "jump" out of synch. But the mute/unmute trick seems to clear it up every time.

If you have Wirecast monitoring (headphones icon on the lower right near the live area below the speaker icon) enabled it could be looping back into Desktop Presenter which is capturing the system sound.

As an aside, I've played both and feel strongly that League's dominance is not a fluke or regional pandering or cause it's "for noobs lol." It's more popular because among other reasons, it has a better feel and control, with well designed characters that are more appealing.
I'm a DOTA 2 fan too - Valve's International tournament was the best esports event of last year and I'm really looking forward to watching this year. But LoL is the better game, and the numbers reflect it. -
