A new trailer for The Sims 4 shows off the new character creation features, letting you tweak tiny attributes to make your own Sim.
The Sims 4 is overhauling many of its core systems, including the way you craft the Sims themselves. A new trailer for the Create A Sim feature shows off the changes and how you can make a more expressive and ethnically varied characters.
The trailer shows the ability to tweak everything from body shape to minor facial variations easily. Then you can assign personality traits and aspirations, and set them loose.

Nope. The Sims 3 released in 2009 (and IIRC, on consoles in 2010). The Sims 4 is a sequel that is a single-player, always-offline experience, and it won't be able to import Sims 3 content.
