Update 7.0.0-13U is available now, and should download automatically when you have a wireless connection and have SpotPass enabled. Otherwise, you'll need to can update it manually.
You'll need to create a Nintendo Network ID on your 3DS, and it'll only share the eShop balance if it's identical to the one on your Wii U, so do be careful. Yes, Nintendo's wonky way of linking accounts to hardware is still making things more difficult than they need be.
Creating a Nintendo Network ID isn't mandatory, but people won't be able to download free software like apps and demos without one.

baby steps! they have the unified eShop account now. i would think that converting all the previously released games to be tied to an account instead of a system would require some major doing on their part.
what i would LOVE to see is cross platform compatibility with VC games. so when i buy Mario 64 on the Wii U, I can also play it on my 3DS -

Since the game likely resides on the HD, yes they would. However, I'm not sure how this works if the previous owner did a erase and wipe of the Wii U. This enables you to create a new NNID on the console, but afaik the old NNID (which the WW game used upon downloading) is still tied to the old console and thus in theory you would be able to download again without any problems.
Not 100% though, I've kinda wondered that myself.

They already are to a certain degree and this brings us even closer to what people want. The purchases are tied to an account to the degree that it's tracked for Club Nintendo stuff, they just don't have it so you can attach the ID to a different console easily yet. I am sure it's coming within the next year or two.

Speaking of Club Nintendo, they just updated the games and 2 of them are Wii U versions (instead of Wii).
