Well, this was bound to happen eventually. Following the successful release of GTA3 and Vice City, Rockstar Games has announced a mobile port of San Andreas. Coming next month on "select" iOS, Android, Kindle, and Windows devices, the upcoming portable version of the game will include full controller support, including Made for iOS controller capability introduced in iOS 7.
Like previous releases, the mobile version of San Andreas will feature "newly remastered graphics," including dynamic shadows, greater draw distances, an "enriched" color palette, as well as enhanced character and car models. It will be the best-looking version of San Andreas, Rockstar claims--y'know, if you don't count Los Santos in GTA5.

Out of all the GTA games on PC, I would say that III had the best controls, if only for the fact that you really didn't need axes to maneuver, as you only had cars and boats. When Vice City came out, you really needed a controller. And yeah, Logitech controllers actually work pretty well, except for aiming, which is way too sensitive to use a stick.

Oddly enough, you know what Rockstar game works awesome with the iOS touch controls? Chinatown Wars. It actually takes advantage of the original DS release's touch minigames, has the graphics of the PSP release (possibly better, never made a direct comparison to check) and even has the entire soundtrack from the PSP version as well, with awesome audio quality. It's an amazing game, and it's real cheap, if memory serves.
