Blizzard will be opening every race up to all players, whether they own the expansion which introduced them or not. Yes you, person who somehow has kept playing WoW all these years without buying a single expansion, will soon be able to have goblins, werewolves, space-goats and all that jazz.
The change will come in with patch 5.0.4, Blizzard announced yesterday. The update's slated to launch on August 28, paving the way for Mists of Pandaria's launch on September 25.
"We want the entire World of Warcraft community to be able to embrace their inner goblin, blood elf, worgen, draenei, or pandaren from the moment they step foot into the world of Azeroth."
You'll still need to buy expansions to access their new areas and whatnot, of course.

I don't know. I was trying to write a post explaining my thoughts at each level, but outside of the 90 selections it's all just straight utility. I can see each spec using any one of those abilities in various common situations.
90 appears a bit more clear cut -- Heart of the Wild is designed for hybrids and Dream of Cenarius is more of a moonkin/tree thing. Nature's Vigil seems like the default choice for min/maxers for a single role.
The basic class changes are what makes it rough.-
Ah, but you see, Heart of the Wild has a flat Agility increase, making it a very nice talent for Ferals, but Dream of Cenarius plays very well for a Feral as well combined with Nature's Swiftness and Predatory Swiftness (gives you free, instant heals castable in cat form from finishing moves). Currently Dream of Cenarius seems to be giving the biggest DPS numbers for Ferals.
And the 60 Level it may be a choice between Soul of the Forest and Incarnation depending on if you need burst or sustained DPS (haven't seen much numbers comparing those yet for ferals though).
So I think it might not be only utility, not for us ferals at least. But we'll see. :)-
I missed the "castable in all forms"-stuff. That certainly changes a lot.
Still, the lvl 90's talents I'd probably roll Heart of the Wild if doing kitty rdf and one of the other two if going bear, raid, or premade.
The rest I can see my self switching out a lot depending on mood or what I was planning to do.

Careful you can't create pandas on the 28th. Once the expansion launches if you don't have it then you can make pandas.
