Epic explains that Judgement is set before the original trilogy, and focuses on Kilo Squad, lead by series regulars Damon Baird and Augustus 'The Cole Train' Cole. It all goes down in the early days of the Locust invasion, which you can re-live in four-player co-op.
Judgement also packs a new multiplayer mode, 'OverRun,' which Epic describes this as a class-based, objective-driven mode for 5v5.
Gears of War: Judgement is coming exclusively to Xbox 360 in "early 2013."
