Rage will ship with level editor, mod tools
Rage will support mod and level creation right out of the box, according to creative director Tim Willits. But, he warns, creating entirely new stages will take some blood, sweat, and tears.
Rage's level editor and mod support will be ready at launch, reports PC Gamer. The news was confirmed by id creative director Tim Willits at a recent press event, who said that both features will be available out of the box. "Pull down the console, type 'id studio', then press enter," he said. "Then, bam, there's all the tools we use."
But apparently creating entirely new levels will be a labor of love that might take a while. "Building levels from scratch is more difficult," said Willits, "because we have a layer system in some of the levels. I can foresee somebody modding up Wellspring and adding different characters, giving them different voice-over." Apparently, though, the tools are "built into the engine," so if you have enough time you can create whatever you'd like.
Id wasn't always so confident about mod tools. In 2009 Tim Hollenshead said the team hadn't really talked much about mod support, and stressed how difficult it would be for amateurs and hobbyists to make art for the game. Even as recently as last year, Jason Kim told us there was no "definitive answer" on mod tools.

If I recall, they've had relatively very little "support" for their editors and such in the past. With the editor they have for RAGE where multiple people can edit a single level at the same time, I don't think they were ready to have that kind of support.
I think with Bethesda taking over, I guess they felt they were ready for it (assuming Bethesda is involved with the whole processes some how. -
They said a while back (at least e3 2010, maybe earlier) that the game ships with the tools, and that all you have to do is bring down the console and type idstudio.
They've said repeatedly that modding will be hard (mostly because of the ridiculous skill level required to create decent looking assets for modern games, which is further amplified in a game that puts such a heavy emphasis on creating a shitload of assets), and people jumped to the conclusion that they weren't going to allow it, because jumping to conclusions and raging about it is what people on the internet do.
