I wouldn’t use those words to describe her. A lot of times people are just regurgitating the simple (and often crude) form of a better thought somebody wiser (like Ben Shapiro or Andrew Klavan) had.
In this case, the issue with AOC is that she exemplifies the worst of young people. She’s well educated, attractive, unwise, and dangerous. That’s not dangerous because she’s a woman or an ethnic woman - that’s not an issue — but dangerous because she is promoting ideas that have destroyed cultures and countries. She’s 100% sure of herself, which is not a good position for somebody with a lack of experience to have. She’ll talk about things like being inaugurated into congress and the three branches of government being president, house, and congress. At their heart, not terrible mistakes but indicative of somebody who doesn’t really understand the career she is in.
TLDR: the more sophisticated conservative view of AOC is that she is intellectually smart but holds no wisdom. She learned all the wrong things and she is very confident in all of them. This lines up with the conservative view of many universities - they can teach you to be very smart but will give you know wisdom.
