The Division closed beta nearly filled to capacity
Those hoping to sign up for The Division's closed beta at the last second may be out of luck. Ubisoft is noting that demand is higher than expected and is no longer guaranteeing access.
There's a slew of people that are looking to get into the closed beta for Tom Clancy's The Division. In fact, the demand appears to be more than Ubisoft expected. The publisher has offered an update to users looking to jump in and the latest is that closed beta access is no longer guaranteed.
"Due to the unprecedented demand for access to The Division Closed Beta, we can no longer guarantee access," reads the Ubisoft blog. "If you have already pre-ordered The Division and have yet to receive your key, we’re working closely with our partners to ensure that you receive it tomorrow when we send out the next batch of keys. For those of you that have not pre-ordered but are on the waiting list for The Division Beta, please know that we want to get as many people in the Beta as possible. However, space will be severely limited for the rest of the beta testing phase due to high-demand."

I think PvE is instanced, with you only being able to see your squadmates in it. The dark zone and social hubs have people running around in them.
I reckon they should've just limited the PvE zone to a certain amount of people and make players unable to attack each other. It would be great if the PvE world was a tad more lively, but it doesn't detract from the game in my opinion.
