Skylanders: Trap Team is adding yet another new figure type to the franchise this year: Minis.

As detailed on the One of Swords blog, the Minis will be sold in packs of two for $13.99. Activision and Toys for Bob will release 16 in all, each a miniaturized version of a regular Skylander figure. The selection runs the gamut across the previous three games. 

These are similar to the Skylanders "Sidekicks" that were offered as part of a Frito-Lay promotion with the release of Skylanders Giants. So similar, in fact, that the four offered in that promotion (Mini Jini, Thumpling, Barkley, and Eye Small) are among the offerings. But while the Sidekicks were just smaller characters that followed around your player character, the Minis come with their own upgradable abilities.
