We'll get to find out in a while, as developer Volition is working with Saints Row modders to put together proper mod tools. The mod community has so far been running on tools it worked out and put together itself, and shiny new tools should allow people to add new clothes and missions, and even alter the world.
Volition is putting together a package of documentation and tools for the SR mod community to turn into "what is essentially a full sdk for the game," instigator 'IdolNinja' explains in a blog post. And how did this all come about? "The answer to that is actually quite simple. I asked."
Saints Row senior programmer Mike Wilson and principal technical animator Randall Hess have already joined the Saints Row Mods forums to field technical questions, helping fill blanks in modders' knowledge of the innering workings of Saints Row.
Between new tools it'll make with this knowledge and existing ones, IdolNinja says, "the modding community will finally be able to create and offer new clothing, new vehicles, new guns, new npcs, new missions, and even new world geometry which will greatly extend the life of the series and enhance the Saints Row games in ways we never even dared to dream of."
They're starting out working on Saints Row: The Third, but Volition plans to help the community with Saints Row 2 mod tools too, and supposedly this is a "test run" for Saints Row 4.

Yeah, that's exactly what I was thinking of. Like an open world deathmatch style game where everyone is in their chariot and you can swing the dildo like a floppy baseball bat for when you're side by side another chariot. However, if you're going head on, you can hit a button and the dildo becomes erect (with "booooiiiinnnng" sound effect) which makes it a traditional lance.
The other option (or maybe another gametype) is that it puts you in a renaissance themed jousting only map complete with period era spectators and music and you do a traditional joust. However, the dildo starts off limp, and when you push the button to make it erect, it's only erect for a very short period so you have to time it right to score a hit. Then you and your opponent control the speed of their chariots, so it makes it very timing based. Perhaps you have different abilities you can activate beforehand, but can only use once. So if you have a 5 rounds with 5 abilities that you chose, you both choose your ability (maybe it's known what they picked before the joust happens), so you're both trying to think of what the other person is using and try to counter effectively. -

I should've read the article. It kind of hints at the answer you just gave me. Plus, I was assuming new development (on Volition's part) was only on SR4. Apparently, Volition is also doing work on SR3.
It sounds like that Volition is just trying to put together a proper SDK for modding in older versions of Saints Row (SR2, SR3 and could eventually improve work on SR4).

This is the best possible news. I'm glad Idolninja and his group are getting some recognition. They've put in a good deal of work into the Gentlemen of the Row mods and it's well worth Volition's time to stoke that fire. It might be some time until SRV releases and mods will only extend the life of the current games.
