Guild Wars Nightfall Prerelease Bonus Pack Announced
ArenaNet and NCSoft sent along this press release, announcing that a Prerelease Bonus Pack for Guild Wars Nightfall will hit stores September 6. The prerelease pack will include a 10 hour/14 day trial key for Guild Wars Prophecies and Guild Wars Factions, a bonus key for an additional character slot for a Guild Wars Nightfall account along and two exclusive items for the new professions, and a mini strategy guide along with game media.

the extra character slot is probably the best part of it ... they now offer extra slots for $9.99.

I think extra slots should be included with each expansion ... I found that you receive it with the collectors edition of GW:F, I am not sure about the regular GW:F (If someone knows, please let me know).
At the same time, I disagree with you on this point "practically forcing them to purchase two full-priced expansions".
Look, you are not forced ... I preordered GW:P ... I might get GW:N before I get GW:F. I might get GW:F when GW:N comes out and then GW:N shortly after that.
Heck, if you did not purchase GW:P ... I am not sure I would.
The other thing, as gnoleb brought up, they need to make a profit. I want them to make a profit where they will keep releasing new stuff.
You want to understand the business model, look at any CCG (Magic, Start Wars, etc)

If you add GW:F standard to an existing account it grants you 2 extra character slots for a total of 8.
I believe the collectors edition is the same.
GW:Nightfall preordered will get you 3. 1 bonus + 2 for merging Nightfall.
So a preordering player who owns all expansions will have 11 slots after Nightfall.
