In USA you pay 0% VAT for this.
In Europe you pay 20 to 25% VAT for everything you buy and its the seller that have to collect this "fee".
Its also divided between markets. In Sweden you pay 25% VAT for everything but only 12% if its food. If you eat in the place you bought it its 25% VAT, if you take the food home its 12% VAT. Do you get the difference back from McD when using the takeaway? Hell no! They Pocket the money.
If you buy a newspaper, a book or visit the local museum you only pay 6% VAT. Some people have tried to show the likeness of videogames and books/newspapers but so far its a no go.

Then the US friend would pay the cheaper price, and the European could transfer them the lesser amount.
The gift will attach to the Euro Steam account just fine, only issue being there may be no European content servers with some products (if they weren't offered for sale in those regions), meaning slower downloads from US servers.
