Retailers List Fourth Fallout 3 Expansion
Online retailers eStarland and Deep Discount list a pack containing upcoming DLC Broken Steel and the unnanounced other, joining recent listings for a retail bundle of earlier downloadable expansions Operation Anchorage and The Pitt.
"We have said there will be three DLCs for Fallout 3, for PC and 360," Bethesda marketing VP Pete Hines told Shacknews. "Beyond that we have no announced plans for additional DLC." The third DLC pack, Broken Steel, arrives next Tuesday.
"Announced" is key, as Fallout 3 lead designer Emil Pagliarulo said the company was "working on lots of DLC" during a Games Developers Conference panel in March.

I would imagine with four of these DLC sets, that this game would be even more massive than it started. I hope they release them all in a pack eventually.

They did so with Knights of the Nine for Oblivion on PC. That disc included the large titled quest chain along with several of the individual DLC (Horse Armor, The Orrery, Wizard’s Tower, Vile Lair, Thieves Den, Mehrunes’ Razor, and Spell Tomes).
It's very possible that down the line you'll get all 4 Fallout 3 DLC on one disc for like $20-30 for PC. These new download code retail cards make it possible to even do the same on 360. You could put them on a disc as well, but I'm sure you'd have to install them to the HDD in some way to get them to work with the 360 version.
It still REALLY sucks that they're not even making an effort to make this available for PS3 players though. Most of the DLC fine, but Broken Steel with its fixes to the ending at the very least should be brought over.
I'm playing it on 360, and I have none of the DLC purchased at this time.
