Fallout 3 'Operation Anchorage' DLC Released
The content includes a virtual reality simulation of the infamous liberation of Anchorage, Alaska from Fallout lore. Stealth gameplay has been emphasized in the new missions, with a "Covert Ops" perk joining the addition of various weapons, armor and achievements. Operation Anchorage sells for 800 Microsoft Points ($10) on Xbox 360 and PC. The DLC will unfortunately not be making its way to the PlayStation 3 version of the game.
A second DLC pack titled "The Pitt," set in the vicinity of Pittsburgh, Pennsylvania, will be released in late February. The Broken Steel pack, expected for a March release, will increase the level cap to 30 and allow players to continue adventuring beyond the end of the game's storyline.

So how would someone go about paying for and downloading this for the PC if they have no idea wtf a microsoft point is? Do you have to give a credit card number to MS, or if not that buy a card from a retail store?

Since I just purchased it I will explain what you have to do.
Download the Games for Windows Live software. ( http://www.gamesforwindows.com/en-US/Live/Pages/livemarketplace.aspx )
Launch software, if you haven't created a Live account and made a gamertag you will have to do it in order to download/play the DLC.
Find Operation Anchorage in the Add-ons section (it's probably on the front page). Press the "Buy" button. This will tell you that you currently do not have any Live Points. Choose the option to buy points now. A web browser window will appear and take you to the page to purchase more points. You might need to login again using your Live ID in order to get there.
Once you have entered all your information and your credit card, simply click on the amount of points you want to purchase (note: the DLC costs 800 points). After you complete the transaction of buying points, you will go back to the GFW software and it will tell you on the side bar how many points you have (for example if you buy 1000, it will say 1000 there).
Now click the "Buy" button again on the page for Operation Anchorage. You will then see indications that it is downloading.
Once the download is complete, launch Fallout 3 and login to GFW Live (press the Home button on your keyboard to bring up the interface). After logging in you should see a message appear saying it has loaded content. You can check under "Downloads" in the Fallout 3 menu as well to be sure it loaded. Once it's loaded have fun playing your new content!-
You think that you'd be able to use that GFWL app to buy the points as well as the DLC instead of having to transfer out to the website. Honestly, I wonder if they didn't just put out that standalone app in order to say to everyone asking about it, "Here's your goddamn application. Good luck doing anything with it."
