Microsoft Requested Rare Saturn Shooter for XBLA
"Microsoft actually asked us if we could put it out," said Maegawa. "We're thinking about it, certainly, but it's not as simple as just saying 'OK, let's put it up.'"
"With Ikaruga, we released it as is without having to do or add a great deal to the game, and it was popular and well accepted for what it was," he added. "But if you play Radiant Silvergun nowadays, it's certainly aged in assorted ways, and I'm not sure they're all good."
Radiant Silvergun debuted on Saturn and in arcade form in 1998. The game has not been released outside of Japan.

But they wanted nothing to do with putting the Cave games on XBLA... that's sad...

No it's not. RS has a reputation and Treasure is fairly well known globally.
Cave caters to a very very specific market and even the top-notch ports of Galuda and DOJ (some of their most popular franchises) didn't really sell all the well.
Also those Ketsui and DDP-DOJ ports were proposed by a developer only known for dating sims. They were complete unknowns as far as quality (and still are).
