IPTV Not Part of Xbox 360 Fall Update, Should Hit Service Providers This Year
According to Microsoft, Aaron's case was "an isolated incident where these features were inadvertently exposed while the customer's console was being serviced and is unrelated to the Fall Update."
Microsoft elaborated that users will only be able to obtain IPTV functionality through a service provider, which should have the Xbox 360 software by the end of the year. "Microsoft's IPTV service providers will ultimately determine the timing of Xbox 360 with Microsoft Mediaroom deployments," the company told Joystiq.

Thats kind of a disturbing comment on how good quality control is in these repair centers.. sending a "repaired" console back out with unreleased software features.. sounds like they were pulling units off the service floor just to experiment with. I love my xbox I really hope i never have to send it in. Help me Best Buy warranty.. you are my only hope! beep boop beep.

The people who are on their 5th+ console care.. a lot. All I'm saying is it seems to indicate carelessness on their part. I tend to troll the official xbox forums daily and the amount of repair horror stories is still shocking. I applaud their attempts to rectify the whole hardware debacle but people should not be receiving refurbs that have funky software or break within hours/days.

I bet this was just an image problem. I'd be willing to be they re-image the HDD's for 360's from some kind of centralized imaging software. Big companies do the same thing with desktop PC's. This guy probably just accidentally selected the wrong disk image and blasted it to the HDD by accident. It was probably an internal image for testing. Not a big deal really... it happens.
